The Taiwan Bio Industry Organization (Taiwan BIO) is pleased to announce that
Secretary General Wallace Lin has been elected Chair of the International Council of
Biotechnology Associations (ICBA) by its member organizations. The election took
place during the annual BIO Convention currently being held in San Diego, USA. Lin
becomes the first representative from Taiwan to assume this position, underscoring
the growing standing of Taiwan’s biotechnology industry and its continued
international recognition.
Since being elected ICBA Vice Chair in 2024, Lin has actively participated in global
biotech policy dialogue and international industry collaboration. Over the past two
years, he has helped deepen cooperation among ICBA member associations and
enhanced the visibility of Taiwan’s biotech sector on the global stage. His election as
Chair reflects strong recognition from the global biotech community of his leadership
and Taiwan’s industry strength.
ICBA brings together biotech associations from more than 30 countries and regions
across six continents, and has been referred to as “the global voice of
biotechnology”. The organization is dedicated to improving public understanding of
biotechnology, promoting policy environments that support innovation-driven
biotech development, and fostering international cooperation and innovation across
healthcare, agriculture, industrial applications, and environmental sectors.
“The global biotech industry is currently experiencing significant transformation,
including in supply chain restructuring, geopolitical shifts, changes in the innovation
investment landscape, and the rapid integration of artificial intelligence (AI) into
drug development and healthcare applications,” said Lin. “As a global platform
representing the biotech industry, ICBA will continue to unite national biotech
associations to promote policy environments conducive to innovation, industrial
growth, and global health and well-being,” he added.

He also noted that Taiwan has developed a comprehensive and highly competitive
biotech ecosystem, with strengths in new drug development, biologics, CDMO,
precision medicine, digital health, and regenerative medicine. “Through the ICBA
platform, I hope to further strengthen collaboration between Taiwan and the global
biotech community, showcasing Taiwan’s contributions to biotech innovation and
industry development,” said Lin.

Taiwan BIO Chairman Liu Lee-Cheng mentioned that ICBA is one of the most
influential global federations in the biotech industry. “Lin’s election as Chair not only
recognizes his long-term efforts in promoting international collaboration but also
reflects global acknowledgment of Taiwan’s innovation capabilities and contributions
to the biotech sector,” said Liu.
Taiwan BIO has long been committed to promoting international exchange and
industry collaboration. In addition to active participation in ICBA activities, it also co-
organizes the Asia’s leading biotechnology event, BIO Asia–Taiwan, together with
the global BIO organization. The association will continue to serve as an important
bridge connecting Asia and the global biotech industry, helping companies expand
into international markets, deepen cross-border cooperation, and enhance Taiwan’s
global competitiveness.
